R-4 Foreign Ministers welcome ‘Islamabad MoU’ between US and Iran

Cairo (Web Desk): Foreign Ministers of Pakistan, Egypt, Saudi Arabia and Türkiye have welcomed the signing of the “Islamabad Memorandum of Understanding” between the United States of America and the Iran, describing it as a significant diplomatic breakthrough.

In a joint declaration issued after the 4th meeting of the Regional Four (R-4) Foreign Ministers in Cairo, the participating countries said the agreement represents a meaningful step toward lowering tensions and moving away from confrontation.

The ministers that continued escalation had posed serious dangers not only to regional peace and stability but also to global energy flows, maritime security routes, international supply chains, and worldwide trade.

They acknowledged the contribution of multiple regional and global actors in enabling the understanding and stressed that all commitments reached by the involved sides must be implemented in full and in good faith.

The R-4 ministers specifically commended the diplomatic role played by Pakistan in helping achieve this outcome, alongside the supportive efforts of the State of Qatar in bringing the negotiations on the MoU to a successful conclusion. They also noted Pakistan’s ongoing close coordination with the participating states throughout the process.

Building on the positive development, the ministers emphasized the need to maintain progress and ensure an early completion of the next round of negotiations, aimed at securing a durable, verifiable, and mutually acceptable settlement of the remaining outstanding issues.

The R-4 FMs underlined that any future framework must take into account the legitimate security concerns of regional countries, particularly those related to the stability of the Gulf Arab states and the broader Levant region, with the aim of strengthening collective security and ensuring long-term regional calm.

Reaffirming their shared stance, the foreign ministers once again stressed that the Palestinian question remains central to any effort aimed at achieving lasting peace and stability in the Middle East.

The foreign ministers reiterated their backing for the legitimate rights of the Palestinian people, including their right to self-determination and the establishment of an independent state. 

The joint statement highlighted that the Palestinian issue remains the core of efforts toward a comprehensive and enduring peace, and is essential for building a stable regional order. In this context, particular attention was given to the humanitarian and political situation in the Gaza Strip, the West Bank, and East Jerusalem under occupation.

The ministers further reiterated that any final settlement should be based on the 4 June 1967 borders, with East Jerusalem serving as the capital of a future Palestinian state, in line with relevant United Nations Security Council resolutions.

The R-4 foreign ministers expressed their deep appreciation to Egyptian President Abdel Fattah El-Sisi for presenting his vision for the region’s future, describing it as an important guiding framework for collective efforts aimed at achieving stability and peace in the Middle East.
