Senate passes Civil Servants (Amendment) Bill 2025 

Islamabad (Web Desk): The Senate on Thursday passed the Civil Servants (Amendment) Bill, 2025, a legislative measure designed to promote greater transparency and grant public access to the asset declarations of high-ranking government officials.

Introduced by Senator Azam Nazeer Tarar on behalf of Senator Ahmed Khan Cheema, the Minister for Establishment, the bill seeks to revise the Civil Servants Act of 1973, following recommendations from the relevant Standing Committee.

This amendment aims to effectively implement specific provisions of the Government Servants (Conduct) Rules, 1964—namely Rules 12, 13, and 13-A—by aligning them with the framework established under the Right to Information Act, 2017.

Under the new system, officials serving in Basic Pay Scale grades 17 through 22 will be required to submit their asset declarations in digital format.

These declarations will include information about properties and assets held either directly or through family members, both within Pakistan and overseas, and will be accessible to the public.

To safeguard privacy, the bill stipulates that sensitive details—such as national identity numbers, home addresses, and banking or investment account information—will be protected from public disclosure.

The Federal Board of Revenue will be responsible for developing and managing the online platform for filing these declarations, while the Establishment Division will be equipped with enhanced capacity and tools to carry out risk-based assessments and verifications of the submitted information.

This initiative is intended to foster greater openness, build confidence among citizens, and improve accountability mechanisms within the federal civil service.
