Karachi (Web Desk): Dr Shamshad Akhtar, former governor of the State Bank of Pakistan (SBP), passed away on Saturday due to a cardiac arrest.
Her death prompted heartfelt condolences, with President Asif Ali Zardari expressing deep sorrow at the loss of a figure who had left a lasting mark on Pakistan’s economic and financial landscape.
Dr Akhtar made history as the first female governor of the SBP, assuming office on January 2, 2006, for a three-year term.
She was the 14th individual to hold the position since the central bank was established in 1948, bringing unparalleled experience in economic policy, financial sector reform, and international development.
Before leading the SBP, Dr Akhtar held senior positions at the Asian Development Bank (ADB). From January 2004, she served as Director General of the Southeast Asia Department, having earlier been Deputy Director General and Director of the Governance, Finance, and Trade Division in ADB’s East and Central Asia Department.
She began her ADB journey in 1990 and steadily advanced through the ranks, becoming manager in 1998 after serving as a senior and principal financial sector specialist. Between 1998 and 2001, she coordinated the APEC Finance Ministers Group and contributed to several internal committees, including those overseeing reorganization, appeals, and institutional oversight.
Her work at the ADB gave her extensive exposure to international financial forums such as the Bank for International Settlements and the International Organisation of Securities Commissions (IOSCO). She developed profound insights into the economic and financial affairs of Southeast Asia, the Central Asian Republics, and China.
Earlier in her career, Dr Akhtar spent ten years as an economist at the World Bank’s Resident Mission in Pakistan and briefly served in the planning offices of both the federal and Sindh governments.
Her expertise spanned macroeconomic analysis, monetary and fiscal policy, finance, and structural reforms in vital sectors such as industry and agriculture.
She authored influential research on Pakistan’s taxation system, intergovernmental fiscal relations, poverty, and foreign investment, while contributing to the analysis of monetary policy and the evolution of the banking sector.
Dr Akhtar also played a key role in reforming Pakistan’s financial regulatory institutions, including restructuring the Securities and Exchange Commission and the Insurance Commission. She served as an advisor to central banks, collaborated with stock exchanges, and worked on banking sector reforms, regulatory frameworks, and the development of long-term financing through bond markets.
Born in Hyderabad, Dr Akhtar received her early education in Karachi and Islamabad, consistently demonstrating academic excellence.
She earned a BA in Economics from the University of Punjab in 1974, followed by an MSc in Economics from Quaid-e-Azam University, Islamabad. She completed an MA in Development Economics from the University of Sussex in 1977 and a PhD in Economics from the UK’s Paisley College of Technology in 1980. Dr Akhtar was also a Fulbright post-doctoral fellow and a visiting fellow at Harvard University’s Department of Economics in 1987.
Throughout her distinguished career, Dr Akhtar presented research at numerous international conferences, seminars, and symposia. Her work focused on monetary and fiscal policy, banking and capital markets, international financial architecture, regulation and supervision, and industrial and corporate restructuring, leaving a legacy of knowledge and reform that continues to influence Pakistan and the global financial community.
